International Cooperation
It is important for Finland’s border security to maintain good relations with the border guard authorities of all our neighbours. International cooperation is increasing all the time, and we are constantly in touch with the relevant authorities of EU member states, Schengen countries and countries applying for EU membership. Border issues with the Russian Border Guard Service are dealt with by regional border delegates. We also cooperate in maritime surveillance with the Estonian Border Guard and the Swedish Coast Guard. For several years we have assisted the Estonian, Latvian and Lithuanian Border Guards by providing training and donating equipment. We also cooperate closely with the European Agency for the Management of Operational Cooperation at the External Borders (FRONTEX). Our employees work at FRONTEX, and the current Executive Director of the Agency is Brigadier General Ilkka Laitinen from Finland. Our employees also participate in EU civilian crisis management operations. In recent years the EU has increased these operations through measures including the launch of new operations and resource development such as improving preparedness for rapid response. EU civilian crisis management has a particular focus on policing, including border and customs control, strengthening the rule of law and civilian administration, civil protection and monitoring duties.
